The Christmas Spirit Foundation publishes a list of bases they work with, but they do not set requirements to participate. They work with each station to deliver the trees, but leave it up to the stations to decide how they distribute them.
It broke my heart when I saw wives post on our local Facebook page that they wouldn't be getting a tree this year because they didn't have the money for decorations.
